“The town’s document states two dogs had serious untreated urinary tract infections, one dog had an old, untreated cut by an ear, another had a jaw wound, a cat had an untreated broken tail that may require partial amputation and one cat had untreated diabetes.

Doctors said seven cats had upper respiratory infections, possibly from long exposure to urine-soaked living conditions; 31 of the 43 dogs and cats had fleas; and only 11 of the 43 were determined to be clean.”
