“The issue started in December 2014 when former Precinct 3 Constable Tim Holifield, who founded Care Corporation in 2012 to take over the private management of the shelter, announced he was retiring and ultimately sold the company for $10,000 to Dr. Aubrey Ross. While Holifield’s contract with the county would have made the sale to Ross void, the commissioners removed that provision to allow the sale to happen.

The terms of the contract were for the county to pay $116,960 per month to Care Corporation through April 2015 and then $127,194 a month from May 2015 through April 2016. The contract end date was April 30, 2016, but that was changed to September 2016 during a commissioners court meeting in December 2014.”
